2234 – Soviet Cybernetics and the Promise of Big Computer Socialism (podcast 2023)

I will not comment on this since it speaks for itself – it is one of the most interesting and stimulating discussions I have listened to lately. It touches on a variety of topics from a variety of perspectives without closing down this huge discussion. Instead of basically labeling it as failed or as just empty words (from Cyberspeak to Newspeak), it is important to see where cybernetic thinking left traces and how it moved away from its initial lofty goals. Should be listened to together with the podcast on Allende’s Cybersyn experiment. I have been also recently going back over my small collection of cybernetics and system theory book because I considered them to be a missing link in this history.

2230 – TraumaZone  aka What It Felt Like to Live Through The Collapse of Communism and Democracy by Adam Curtis 2023 (Russia 1985-1999)

Russia 1985–1999: TraumaZone (subtitled in promotional media as What It Felt Like to Live Through The Collapse of Communism and Democracy) is a seven-part BBC documentary television series created by Adam Curtis. It was released on BBC iPlayer on 13 October 2022. Using stock footage shot by the BBC, the series chronicles the collapse of the Soviet Union, the rise of capitalist Russia and its oligarchs, and the effects of this on Russian people of all levels of society, leading to the rise to power of Vladimir Putin. I have written elsewhere about Adam Curtis and while I definitely do not dig his “God” perspective, his overbearing voice, his simplifications, and his political position, I think it is an important documentary in the light of what has happened in the East after 1989. This is not to mean that it justifies in any way the destruction and the crimes committed in Ukraine by Russian troops at the present time or the neo-imperialism at stake. But it is important to realize that the West needs some Eastplaining since it cannot fully comprehend what it means that a world has collapsed. A world good and bad, a world certainly repressive and certainly lacking Western consumer goods, but with an aftermath that can not as easily be forgotten. What happened in the wake of this imminent collapse, as we have seen (like in other places such as South America) was full-on privatization that came undemocratically, imposed from above and more or less at the point of a gun. The rise of the mafia state, under extreme free market rule was a bounty for kleptocratic leadership. These are far from isolated phenomena that happened at the margins of the capitalist core. The best example is probably the so-called Wirecard Skandal – a German e-commerce firm whose massive level of fraud and market manipulation is a clear example of what went on during the last 30 years of financialization.

So yes think not just about East, Africa or the Global South but the entire world financial infrastructure, auditing firms, regulatory bodies and politicians. Apart from neoliberal schism and morphing we have today what some have called “market civilizations” that encapsulate a transnational neoliberal movement from the Global South and Eastern Europe.  The entire deregulatory push and austerity politics in Russia was undertaken under the guidance of global institutions and their specialists and is part of the increasing financialization of the world economy.

The collapse of the URSS has coincided with the collapse of supply chains, the destruction of the medical safety nets, of reduced and ailing educational and social welfare systems, and the immiseration of a great majority while the demand was now for the building markets and transforming overnight everyone into a hustling entrepreneur and rapid siphoning of funds abroad into bank account safety or feeding into financial markets speculation. One has to see this in parallel with Clinton’s administration opening up the floodgates of speculation and financial deregulation that even today affects us all.

More importantly, the entire West has been privy to this and especially American foreign policy. This documentary has to be seen and read with a book by historian and economist Isabelle Weber – who went on to describe how China escaped Russia’s fate (shock therapy) narrowly and during several times of its homegrown attempts at privatization and liberalization. I think one has to think about how during the planned economy something like this never happened. While I think that Adam Curtis is a bad guide to both the Soviet cybernetic history (and maybe even its Western examples), and one should take with a grain of salt all his comments on GOSPLAN and everything that has to do with the Perestroika years, I think his selection on the way the economist and prime minister Yegor Gaidar became the most hated man in Russia are quite telling. At the same time, because of his anti-statist bias, Adam Curtis dully ignored the way economic cybernetics has played out in Siberian institutes (which merits a documentary).

I think that Jeffrey Sach’s career and change of mind after being called in as economic advisor to the Russian state during Eltsin is also telling. Russia and Moscow was welcome into the fold of global capitalism, and it important it has profited as much as financial centers such as London have profited from it. Russian companies were very welcome till recently and they had mixed ownerships, behind tied with foreign Western interests. Oligarchs were sponsoring private schools in the UK, and till the recent sudden superficial boycott, they were quite welcome in The City (especially London the money laundering capital of the world where a majority of the offshore firms are registered).

According to an opinion piece published on Qiushi (the leading official theoretical journal of the Chinese Communist Party), the Chinese Dream is about “Chinese prosperity, collective effort, socialism, and national glory”.

I am going to jot down a few quick thoughts after a fresh viewing of the new immersive documentary made by Jessica Kingdon – as it is one of the best recent documentaries about China. When one sez “China” one should be very skeptical – since the whole topic is now politically and emotionally charged. There are stakes on all sides from a growing quite dangerous sinophobia, discrimination, and racism against people of Asian origin around the world. There are many points of contention and everything feels to add to the previous biases – including accusations of alleged forced ‘sinicization’ of minorities, crackdowns and labor camps for ethnic Uyghur minority in Xinjiang & minority religious groups (especially Moslems), a crackdown on HK (one country two systems), fears over Taiwan, the continuing debate surrounding zoonotic spillover event at the wet market in Wuhan including the Biden’s administration recent military buildup as a response to both Russia & China. One should never make a sandwich out of these separate issues. The most dangerous at the time I think is the old imperial ‘Unipolar Moment’ US-led saber-rattling. Warmongering is hot at the moment, the old frames don’t help and what we are living is not a new Cold War but more of ‘hot peace times’ (as Zizek put it in long-read about the war in Ukraine) where inflammatory rhetoric covers up a much more mundane & business as usual reality. That said, Zizek himself has been a strong critic of what he used to call in an Al-Jazeera interview the (non-)alternative to the English neoliberalism “Chinese-Singaporean capitalism with Asian values”. No matter of you call it that or “State-led capitalism with Confucian Characteristics” (as Chinese themselves sometimes prefer), there is a lot more to be said and I don’t think one can have a monolithic position at this shifting crossroad, especially when China is the only contending world power that still believes in some form of multilateralism & noncynical win-win globalism. In the West, it becomes easier and easier to dismiss or ignore the diversity of the contemporary ideological field in China, including its various currents and countercurrent of orthodox or heterodox economical thought that have shaped and continue to influence its policy issues today.

What is clear is that Chinese media is being too easily labeled nowadays as “state-affiliated” media as if the western media is free of any affiliations or strings attached. In response we should label various western media outlets, Twitter now as Musk-affiliated or Bezos-affiliated (Washington Post) media. I find this a ridiculous hyperbole, an example of shameful double standard, a forgetfulness by Big Tech that is trying to rebrand itself as ‘national asset’ in the New Cold War. Apart from a divergence explained by commercial rivalries, there’s a lack of social media overlap btw Big Tech and local Chinese tech companies and platforms explained by the specifics of China’s ‘Ascension’ since the 1970s libéralisation and gradual opening towards today’s economic modernisation. Chinese innovation is thriving today because of this wise divergence in policy – they learned to exist and develop because the Big Tech was regulated by the Chinese state giving local startups a chance in the face of the Californian tech behemoths. So this disconnect has been partially useful and intentional +yet we’re living a cultural-linguistic & EuroAmerican – centric disconnect from the Sinosphere (the online world of wechat, Douyin, Weibo, Bilibili and more) – insuring a lot of misunderstandings and the usual faux pas. Purging the US. academia & technoscience as a response to current strategic realignment & divestment is not the answer (without considering the “role of firms from core capitalist countries in industrial relocation to and foreign direct investment in the PRC“). Not that social media can ever clarify anything, even while it vows to filter disinformation – it’s just that one can only see the big bubble of the others, not one’s own… There are many post-digital folklore anthropologists and social media sociologists and documentarists changing all this and I am grateful to them. While at official levels (policy, diplomacy, politics) there is this monologue about US-Chinese decoupling, ‘new cold war’ dangers, economic nationalism, the ground level transitioning away from a unipolar (US-centered) world requires both artistic & documentarian skills – since there are preciously few bridges. Otherwise, we will fail miserably, being blind to how interconnected things are or what kind of East-West dialectics is there afoot.

China is understandably wary of any Western involvement in its internal affairs and has sound historical reasons for that, yet it also tries to diversify its own exterior presentation & identity, while being at the same time busy solving its national (internal) unprecedented problems (slowing economy, aging population, ecological green energy transition, cracking down on tech giants, regulating & curbing the real estate boom + the managing its worst COVID lockdown crisis yet). Whether we understand, empathize or not, 21st c China is in a continuous dialogue with the outside world. China knows what it has to face, no matter what skeptics are saying. It also tries to do something nobody ever tried in the history of humanity, to take seriously all these challenges and not be cynical about it or over-confident. China is not trying to lay low and double down, pretend they’re not there and just let a few reap the benefits of “disruption” or Schumpeterian “creative destruction” (like the 2008 Crisis bailouts have demonstrated again and again).

Ascension – tries to fill this gap in many ways. It shows a diversified, socially ebullient world. It’s full of invisible overwork, myriad supply chains and also of fantastic vistas, and yes a billion dreams, wishes, artificial worlds, constant promotional feeds and the so-called “fan economy” or Wanghong economy of internet fame (like one of the Chinese streamer turned personal brand trainers sez in the docu). Ascension – the title has some religious ring to it – yet this is a very secular bootstrapping effort. It is zooming in on various, very difficult & still evolving aspects (from factory work to leisure, from previous external export orientation to internal markets) without transforming them into nefarious dystopian verdicts or snark remarks. Skills and tutorials seem to pervade this offline to online fluidity – people are constantly speaking into phones, recording DIY ads utilizing a mobile phone & selfie stick, pampering their image, making photo shoots, posting or making product placement, or learning how to promote their personal brand and train themselves into possible jobs and life choices while confronted with immense pressures to be materially successful and be a ‘super boss’ (garner fans) not just a boss (a boss without fans). One can see a much more accelerated version of Western neoliberalism, yet one can also see more experimentation – vernacular digitalisation, tryout of everything available. The movie does not comment or deconstruct. It does not ignore the whole breath of experiences and it also does not try to be exhaustive (how could it be in a billion people strong country?). Everything is spaced out, has a unreal feeling and this whole ecosystem of online Chinese celebs – influencers, gamers and consumer culture leadership seminars might be repulsive or feel oddly hyper-consumerist yet it is only part of the story. It all starts with what is lacking in most accounts of China – its migrant worker population (about 130+ million strong) being called by Foxconn recruiters on buses. These workers are the workers that have been most affected by the current lockdown. Workers doing highly repetitive work in the shop floor of the world, considered extinct (or unacceptable) in the West (old Fordist conveyor belts) while also watching soaps on their phones online.

From amazing (both toxic fume and surreal) scenes inside sex-doll factories to simple plastic bottle’s water filling to thousands of bikes, everything gets some form of coverage. It also records the in between talks of workers & managers, talk about ghosts in factories, fengshui swords, fragments and daily bits of “chit-chat”, people tired, nervous, janitors having small naps during work, getting an electric massage and training to become shock workers or bodyguards or butlers to the new well-off China’s rich. There is an intensity that is hard to convey, and there is a sort of exuberance & non-innocence that seems to go along with ‘working hard & party hard’.

I think it is completely wrong and foolish to focus on China mimesis of the West, this is completely the wrong alley for me. There is something else afoot and this documentary proves it. My deepest impressions are somehow turning around learning (the bad and the good, almost like throwing back in the face of the West its own Western superfluous étiquette or witnessing such a dedication for the basics of Western literacy). The very fact is that the people of China of all classes want internationalism, are becoming increasingly cosmopolitan, and are more than ever wooing the West. Are people in the West doing the same? Are they even putting an ounce of effort or interests to see beyond their ‘big noses’? I don’t think so.

What is important here is that it is not just an individual ordinary effort or state -sponsored or party led one – it is almost a communal effort to enjoy the newfound place on the international world & probe, go crazy with the incredible affordances that it’s hard to match – expanding infrastructure is offering (railroads, trains, IT, AR, online AI assisted tech, face recognition, virtual pay systems, QR core everything) water park arena events (simultaneously) with efforts to get better at everything – to learn everything, from science & tech to good manners to simple basic behaviors as useless (?) as smiling exercises or the ‘Western business étiquette hugging’. Let them hug you and hug them back as softly or strongly as they do!

That said – I would have liked more palpable experience of China’s vast new networks of public transport or its actual Research & Development ‘business parks’, incubators – all the state-private technoscientific capabilities (including its space exploration program) or the biomedical advances. There were snippets of subcultural milieus – yet this was indeed explored elsewhere in some detail(thinking of the amazing Shamate that I still haven’t seen). Also would have liked to see more about internal tourism -even its red tourism.

China has become deeply integrated into the world economy. Yet, gradual marketization has facilitated the country’s rise without leading to its wholesale assimilation to global neoliberalism. This book uncovers the fierce contest about economic reforms that shaped China’s path. In the first post-Mao decade, China’s reformers were sharply divided. 1771 – Weitermachen Sanssouci (film directed by Max Linz 2019)

Attempts at reviewing this movie might fail miserably. It is an incredibly – very dry though very funny – slapstick movie about some really serious shit. It is many things – for one it is probably the best recent German (and probably contemporary) film on the increasing corporate interests and pressures encroaching upon students, assistants, researchers, postdocs, universities and high education institutions.

Most probably one of my favorite movies lately. It is a very low budget looking movie. Its made-up and unreal low aesthetic serves its scope perfectly – toning down the huge investments and media craze behind variously hyped “technological fixes” and gimmicks (as this TechNO-fix book argues) that seem to worsen up things the more they juggle quick ‘solutionism’ with hidden costs and a big price-tag. The most ridiculous fixes and exploitative solutions abound in such a desperate situation (dire annual reports, accelerating ecological collapse). Although there are probably very good reason to attempt large-scale geo-engineering, there is also the feeling that there is no grand plan and that everybody is trying to circumvent, ignore or redirect the increasing flows of climate migrants. Blue screens only makes the VR developers attempts at making the forest fires or hurricanes more realistic, more close to home seem impractical and plainly wrongheaded. Everything is muddled, completely detached from anything outside holodeck. The main character is Phoebe (Sara Ralfs) who is not an actress – and this helps bringing some real picaresque cine verite – as well allowing all the other proper actors to play ham (and quite hateful) roles. Phoebe is completely enmeshed in Academic exploitative situations. Instead of a “quant” role – she gets mired into the machinations of higher faculty members. She lands a university bullshit job (David Graeber with a smile in heaven) that isn’t even a part-time (25%?!). A precarity that proves what Universities risk becoming, and how insecurity and exploitation go hand in hand.

At no other time in history has Innovation, A.S. (artificial stupidity), VR/AR founder magic leaps, transmedia festivals or generally VR development (dah! experience economy!) – felt so just-in-time, just simple cover-up gimmicks (that is why we need apud Suzanne Ngai a Theory of the Gimmick). Expensive gadgetry that seems to basically exists just in order to secure badly needed (and dwindling) research funds. There is nothing to predict, there is nothing to anticipate, since it all seems crystal clear from the point of view of the scientists (and a good part of humanity as well as various other species that are forced to adapt as well as they can) that the current situation is untenable and leading only to an increasing sense of doom.

And yet almost in symbiosis with the above, lots of initiatives are bound up in the same display (rut) of smartness & innovation. There’s lots of money especially in desperate times – funding is not lacking if you’re in the high-tech Demo branch. In fact the core team in the movie has so much unspent money from the previous assignments that they feel one should buy new furniture, new lamps (more decor for more meetings and farcical brain storming!). Yet, funding bodies themselves seem oblivious, complacent and bound up with the same carousel of justifying their own investments – encouraging high-tech low concept toys and exercizing market pressures to outdo any competitors by promising better tomorrows. It is a Welt am Draht (1973) without the wiring and with visible strings attached.

Both the university, the creative sector and the NGO environment seems to veer towards what amounts to a cognitive sweat shop (“concept sweathops” mind you – which u could extend to anything: from corporate boardrooms to neo-Stakhanovite (стахановец) brainstorming- heartstorming workshops.

This is a movie about the huge arrogance and cynicism of (how else can u call them without espousing the same balmy anti intellectualism & anti-science tropes?!) specialists, elites and (even worse) tech gurus & pundits everywhere giving paid advice on how to motivate depressive and increasingly loan-dependent and indebted students. Weitermachen Sanccouci is about how to incentivize and still keep all hierarchies intact (the constant joke of the movie is nudging – a sort of neo-behaviorist Pavlovian methods dressed as evolutionary cognitivism, behavioural economics or hokey evo- psychology). Let’s pretend and keep things afloat during austerity economics via minimal positive reinforcement (cookies, medication, drugs, gamifictation? or anything else in btw) with a theory behind: Nudge Theory. The abstruse self congratulatory language of seminars, bizarre surreal PowerPoint presentations is also being fully explored and ridiculed.

It is not a dark or spiteful movie – and it is easy to identify with the main heroine that seems to stray off beaten paths and genuinely try something different. She teaches math that actually listens to the problems of her students (not much younger than her) and tries not to transform everything into a Monopoly game.

A VR or augmented reality that fails to augment is a basic glitch – (not only in the sense explored by Asher in his recent documentary A Glitch in the Matrix) but also as a feature of post-cinematic, post-phenomenlogical media apparatuses (Steven Shaviro). Glitches, bugs, technological failures should not be seen just as breaks of an otherwise smooth technological progression but as valid manifestations of what lies beyond current capabilities of technology. A ‘demonic realm’ featured in recent paranormal found footage horror (Paranormal Activity series) and recent meta horror sci-fi (Resolution or Mandela Effect) movies seem to communicate with hapless humans correspond more often than not with new technical devices that stand outside of the human sensorium. What is untouchable, inaccessible – peers trough the boundless technological promises where another reality might find itself excluded, junked and reduced to the status of a blindfolded audio walk. The unreality of our current hell gets simulated because we don’t seem to take notice, leaving us immersed as before, Sanssouci -like the title. No worries. Keep going as if. The air cooling systems in the main university building goes crazy starts an artificial snow storm almost in solidarity with the planetary climate system. The same chaotic effects of a buildings thermostat that augment the student strike (as most student strike go gets shut down or gets described as minor nuisance by the VR faculty staff). The climate change inside faculty hallways unexpectedly makes it finally experienced and touchable.

This slapstick situation becomes almost our default way to express harsh truths. Weitermachen S – humorously retrieves another forgotten or slowly emerging backlog – the history of Socialist computing via its Chilean Cybersyn Project. A decentralized computer vision that was never fully implemented (stopped short by the military CIA backed coup) and that was not trained on War Games but on managing economic emergencies red blinking in a slick room designed almost like a futuristic planned-economy example of a Star Trek-like spaceship deck.
